Mental Health Care in Nova Scotia

The regulation of psychotherapy in Nova Scotia has evolved gradually, shaped by the increasing recognition of the need for professional oversight in mental health care. The process of regulation began in the 1960s, when psychologists and social workers established governing frameworks for their professions. By the early 2000s, as demand for counselling services increased, efforts intensified to establish a regulatory framework for therapists who did not fall under the jurisdiction of psychology, social work, or psychiatry. The Canadian Counselling and Psychotherapy Association (CCPA) introduced a certification process for counsellors, and in 2018, the Nova Scotia government passed the Counselling Therapists Act, formally establishing the Nova Scotia College of Counselling Therapists (NSCCT) as the regulatory body for counselling therapists. The Act came into effect in 2020, making it mandatory for individuals using the titles “Counselling Therapist” or “Registered Counselling Therapist (RCT)” to be licensed by the NSCCT.

Despite these advancements, psychotherapy itself remains an unrestricted activity in Nova Scotia, meaning that individuals can still offer therapy without formal regulation, provided they do not misrepresent themselves as licensed professionals. When seeking a local therapist, ensure they belong to one of the regulated professional bodies: the NSBEP for psychologists, the NSCSW for social workers, or the NSCCT for counselling therapists. If working with a therapist from outside the province, ensure they belong to regulatory college in their province, or to a federal organization such as the CCPA if their province does not have a college.
